The Council of Presidents and Chancellors of the Big Ten voted Wednesday to allow the resumption of football in October on the basis of “significant” progress in medical protocols, adding “daily antigenic tests, advanced cardiac screening and advanced data-driven advancement to training/competition decision-making . . . “
