Manchester United and Manchester City with Liverpool, Chelsea and Arsenal are members of an organization that allows FIVE alternates.
The International Football Association (IFAB) has given the leagues the option to extend the rule of the five submarines per season, and the Scottish Premier League has chosen to maintain it.
But the Premier League opposed the proposal, as the clubs, adding up the newly promoted West Brom, Leeds and Fulham, voted 13-7 last month to stick to the numbers.
Many believe that the low five rule is unfair because it only benefits richer clubs with bigger teams.
