The EFL issued the following statement:
“According to Carabao Cup rules, Tottenham Hotspur has been given a pass to advance to fourth place in the Carabao Cup and will now face Chelsea on Tuesday 29 September (start at 7. 45).
“The third-round tie between Leyton Orient and Tottenham Hotspur on Tuesday, September 22 may have taken place after Waltham Forest City Council issued an order preventing the match from being played as planned. This follows several Leyton Orient players who tested positive for COVID -19.
“The EFL Board of Directors has taken the decision that, in accordance with Rule 5. 1 of the Carabao Cup, the club has not been able to meet its obligations to terminate the adjustment by order of the board and must therefore waive the Tie. “
