Fulham will rival Leeds United for Benfica midfielder Florentino Luis.
Scott Parker is keen to strengthen his midfield options ahead of their return to the top flight, particularly with Villarreal pushing to sign Andre-Frank Zambo Anguissa.
The scouts have met Florentino, 20 years old, with a loan of 2.5 million pounds, Benfica needs 40 million pounds at the end of the season for the deal to be permanent.
