The 19-year-old, who is the youngest player in Eredivise history to play each and every minute of each and every league game in a season without getting married, has signed a four-year contract.
“Justin is a highly sought-after defender, a left foot with exceptional qualities in the team, who has already put his young calling on the history books of Dutch football,” said Hoffenheim director Alexander Rosen.
“With his taste for the game, his good luck and not to mention his reputation for taking the players to the next level, Hoffenheim left me with a genuine impression from the moment we started the discussions,” added Hoogma, Nico-Jan Hoogma’s son. who played 177 Bundesliga games for Hamburg between 1998-2004.
The three-time Dutch under-20 joins a Hoffenheim team with a key position to take centre of the defence, following Niklas’ summer signing to Bayern Munich.
