Evans lifted his shot over the bar before Manuel Akanji scored the winning penalty and Pep Guardiola took the first trophy of the season.
Alejandro Garnacho thought he had caused the four-time Premier League winners more anguish at Wembley when he repeated his FA Cup scoring feat from just 77 days earlier, nine minutes from time. But substitute Bernardo Silva headed in the equalizer in the last minute for City to make it 1-1 and take the game to penalties.
Andre Onana rescued Silva early in the penalty shoot-out but Jadon Sancho, back at Man Utd after his split with Erik Ten Hag, cleared through Ederson.
Evans then scored United’s eighth penalty before Akanji secured City’s 7-6 victory.
Manchester City snatched the Community Shield from rival Manchester United after drawing and winning in a penalty shootout at Wembley.
Alejandro Garnacho thought he had won Saturday’s opening game with an opening goal for United in the 82nd minute, but Bernardo Silva went home with the equalizer even later.
That meant consequences and City overcame Silva’s initial effort thanks to Andre Onana with seven direct victories, which were enough to win the trophy after the failures of Jonny Evans and Jadon Sancho.
