The Belgian definer has left Tottenham with his contract expiring at the end of the season and is for a new club.
As a loose agent, Vertonghen would be a much less expensive option than Smalling.

However, Rome would be willing to continue negotiations with United on a smaller agreement.
However, they are willing to offer thirteen million pounds to pay for for 3 years.
United is interested in returning Smalling on loan and Executive Vice President Ed Woodward remains confident that he will promote the defender for 18 million pounds.
