Atkinson was not evacuated from the blast site until 46 minutes after suicide bomber Salman Abedi detonated his homemade shell-filled bomb in the City Room, the arena lobby, at the end of an Ariana Grande concert.

The investigation heard:
l The first paramedic arrived on the scene in the city corridor 19 minutes after the explosion and the only one there during the first 40 minutes;
l Only a stretcher was used in the incident, and other casualties were transported with handrails, makeshift carts or in arms;
l The firefighters, who had stretchers, arrived at the scene up to two hours and six minutes after the bomb exploded:
A terrorist exercise, corresponding to reality, had been installed in the City Hall less than a year before the attack.
Mr. Greaney said it is vital to recognize the great stress and agony of the emergency service worker corps at that time. “In the first ten minutes, at least 12 officers from the BTP (British Transport Police) had approached or were in the immediate vicinity of the City Hall,” he said. “Those who entered offered help to those they found. Well-timed research can conclude that by behaving as they did, they showed the most productive of humanity, acting selflessly.
