The Scottish giants were part of several clubs across Europe that were suing the striker after they announced the news in May that they had turned down the Hammers’ offer of a professional contract.
But they went through Dutch team Fortuna Sittard to point to the 18-year-old centre forward.
The Eredivisie team announced the capture of Parkes earlier in the day and added to their officer that they had “left” a contract at London Stadium.
A Celtic source told Football Insider that the club had presented a contract to the teenager after setting up his attractions in a move to a team where there is a realistic path to senior football.
Parkes was drawn to the option of moving to Parkhead and noticed the massive impact on Jeremie Frimpong since leaving Man City last summer to sign Celtic on a four-year contract.
But the young striker believes his career would improve if he played in Holland and enjoyed first-team football.
When he left West Ham, he had made it clear that he needed to waste all his teenage years betting on under-23 football.

Significantly, Parkes may have joined the Hoops or any club on the continent for a salary of no more than 300,000 euros.
Parkes excelled for West Ham youth last season, scoring thirteen goals and offering six assists in just 19 games for his under-18s and under-23s.
