Three 19-storey blocks are proposed on the corner of Church Street and Manchester Road, which belong to the Stoneygate regeneration area.
The Averill Group, headed up by Luke Averill, has submitted an application for 280 one- and two-bedroom apartments on the site, located at the heart of Preston city centre.
The project’s highest feature has been moved away from Church Street to maintain the prospects of nearby Preston Minster.
Most of the existing advertising buildings on the street will be demolished to pave the way for the project, but 131 Church Street will be retained.
TAG does not propose to include affordable housing in the development, saying the plan is of very high quality for the delivery of discounted housing.
A planning statement by Scalia Planning accompanying the application states that it “could be possible to secure [affordable housing] contributions through planning obligation if the scheme were not designed to such a high standard, if the public realm works were not designed to such a high specification, or if there was less detail given to the materiality of the elevations”.
